Why is the water in my fish tank murky?

I bought the tank 3 days ago (10 gallon), have already done a 50% water change and I've been adding necessary bacteria daily as well as been using a Ph balancing formula. I currently only have one fish and a filtering Bamboo Shrimp. (I'm waiting to add less hearty fish until the cycle is complete). The water was perfectly clear until this morning, right after I added a new tetra submersible water heater. Is this the problem? is it harmful?

Ph balancing chemicals are bad for the tank. Most fish can adjust to a Ph that is out of their ideal range, but no fish can adjust to a Ph that bounces around with every water change.
The cloudiness could be from the Ph chemicals, It might be a bacteria bloom, though it seems early.
The new filter would only be an issue if you took the old one out and didn't leave any used filter media in the new filter. The point of cycling the tank is to establish a colony of healthy bacteria inside the filter. That stuff clings on the cartridge, the filter wall, and any bio media the filter uses, like bio wheels. Test the water for ammonia, nitrite, nitrite, and see if you need to do more water changes to prevent the fish from being poisoned.
